Many Amazon sellers who sell children’s products or toys online may suddenly receive an email from Amazon regarding compliance requirements. This is actually quite normal and there is no need to panic. You simply need to submit the documents that meet Amazon’s requirements.
Let me walk you through the steps to complete the certification process.
Amazon Email:
Hello from Amazon,
We are contacting you as the toys you wish to list have compliance requirements. If you do not submit the information and documents requested below it may impact your ability to list these toys.
Why is this happening?
This requirement helps ensure products are compliant with local laws and safe for customers.
In order to list these toys on Amazon, please apply by submitting the following items.
1. A test report confirming that your product was successfully tested to the standards listed below by a CPSC- approved laboratory:
i) ASTM F963-17
ii) The Consumer Product Safety Improvement Act (CPSIA)
2. Please be informed that we can only accept product images. Therefore, kindly take clear photo of the product and product packaging clearly displaying:
i) Manufacturer name
ii) Manufacturer address
iii) Warning label (as applicable)
3. Please update CPSIA Warning Attribute in detail page.
By applying to list these products you certify that all materials you submit in conjunction with your application are true, authentic, and accurate.
We appreciate your patience and cooperation.
Thanks
Amazon Product Assurance
What Final Documents Do You Need to Upload to Amazon?
Ultimately, you need to upload two documents:
1) the ASTM F963 test report for your product, and
2) the CPC (Children’s Product Certificate) declaration of conformity for your product.
Please note that you must have the ASTM F963 test report first, as the data from that report is required to prepare the corresponding CPC.
What Does ASTM F963 Test?
ASTM F963 is the American toy safety standard. The current version is ASTM F963-17, which is now mandatory for toys sold in the US market. The standard covers three main areas:
Physical and mechanical requirements – This includes impact testing, drop testing, torque testing, tension testing, and more.
Flammability requirements – Toy materials are tested for horizontal burning rate and must not exceed 2.5 mm/s.
Chemical requirements – This tests for the presence and migration of 8 heavy metals: lead (Pb), arsenic (As), antimony (Sb), barium (Ba), cadmium (Cd), chromium (Cr), mercury (Hg), and selenium (Se).
What Packaging Requirements Are Needed?
For products tested to ASTM F963, the standard requires the following traceability information on the product packaging:
- Manufacturer name
- Manufacturer address
- Manufacturing date
- Batch number
- Appropriate warning information
How to Apply for ASTM F963 and CPC Test Reports?
- Find a third-party laboratory that is approved by Amazon and the US CPSIA.
- Send samples to the lab and provide the product information.
- The lab will conduct testing and issue the ASTM F963 test report.
- Use the ASTM F963 report to create the CPC (Children’s Product Certificate).
